Where to complain about smoking in public places?

In our office building all offices are on the first floor. There are a bunch of guys who stand in the 1st floor corridor and smoke. Being a closed area its difficult to walk through due to the smoke. Moreover these stupid people throw the cig stubs on the floor and leave. The guys are from one of the offices.The manager of the office too smokes in the corridor!

We stuck some no-smoking signs, but someone took them down. The landlord told them, but they don't care. This is an office building on the Salwa road.We are really worried, as even when our guests/clients come up the stairs these people will be standing and smoking. Can someone tell us whom to approach to sort out this issue? Maybe Baladiya?
