REFUIND OF VISA FEES

I had applied for Canada family visa status through a consultant based in Bahrain with their head office in Canada 2 1/2 years ago
We had submitted all the documents required for the application for family visa and paid the consultant fee (2 installments) as well as paid the visa fees for the full family through the consultant who make periodically visit to Qatar.
We were late in submitting the documents for the second time due to circumstance beyond our control to the consultant to forward the same to the Candian Embassy for the visa.
We received a letter from the consultant telling us our visa application has been rejected because we were late in sumitting our documents once again.
Today. when I spoke to the consultant he told me that under the new rules the Canadian Government has refuse to refund the family visas fees that we paid to migrate to Canada.
Is there is any one out reading this topic would help to know if this is true, since I am not aware of any changes made in this new rule set by the Canadian Government for people who want to migrate to Canada
