Question about Ramadan - experts needed!

Hi all,
I have a question:
All week in work we have been trying to work out how it can be (and I have asked Muslims as well as Christians etc) that we don't know when ramadan ends?
I understand about the sighting of the moon, but surely Ramadan is for X number of days, and we know when we will see the moon, as we are modern day humanity right? We even know the lunar cycle of Jupiter for instance!
Is the uncertainty due to possible cloud cover? If so, surely Ramadan could go on for ever in theory?
So QL experts, anyone know the technical reason?

Eid is expected on Friday however if there are only 29 days it might be on Thursday. It is usually announced on Qatar TV & Radio in the evening after 7pm. So if they dont announce any thing on Wednesday eve it will definately be on Friday

I.E : if you saw someone fall down from 50th floor. you can predict he will die. but you only able to predict, right ? same with the moon. with your tools, you will predict moon will rise at 7PM. but the reality might not be happen.
Ramadhan will end when we tell you it's ending... try not to get your shorts in a knot over it. Surely you have better things to do
