Hi friend, first of all you should get a CR and trade permit, then you have to get publishing licence from min. of communications - i think you've to go to through the TV/Radio stn. and they shall advise you further procedures. However publishing licence is not as easily issued as other businesses. You can visit Ministry of Business and Trade (west bay area) and check there also...
