You need to apply immediately a new passport at the embassy as it takes 3 months to wait for your new passport.

Below are requirements at the embassy

1. Police report which you can get at the National Capital Police in Mugalina. But before you go there, you have to bring an NOC from your company and the one I cant remember something like commputer number (your mandoob knows this). After you get the report, go to the Sofitel to have the report translated to English.

2. After you get the above (#1), advertise it to the local newspaper for 2 consecutive days (Bring the police report there). Cut-out the advertisement from the newspaper which you have to bring to the embassy.

3. Birth certificate with red ribbon. This is the biggest problem I think as it is coming from the Philippines. But you can plead from the embassy not to include this requirements.
