Why, oh why do people sign contracts here that refer to Qatar Labour Law, but never think to seek out the labour law they are signing against?

On a new job for a first time who is just glad that he made it or for a seasoned candidate who had bargained his terms already with the employer; none would imagine reading all of the fine prints especially the referred Qatari Labour Law.

It is only after a couple of years and upon facing issues that a person is forced to search for the Labour law document.

Three issues, I can't find in the document are:

1. Where is it mentioned that there is a 2 year entry ban for employees?

2. Is there any conditons where an employee could demand a No Objection Certificate from employer?

3. Is there any law against delayed salaries? The law states that there should be a salary given once a month. But if the establishment gives September salary in Novemeber and October salary in Decemeber, would this be violation of law?
