If you or she have any Qatari friends tell them the situation and ask them to walk with her in front of those guys. If the guys tease her again ask them to just shout and I am definitely sure that you can see these guys running with their life.

Like just giving her papers.. den telling their numbers, "call me at night", if she even meets me whereas I m a friends they are threating like as if some crimes are happeing..
