If you are wanting to connect 3 satellite sites to a central site you need to install a VPN server in the central site and connect to it from the satellite sites.

You have lots of options depending on your needs and the number of computers at each location. It is impossible to answer your question without a lot more information. The solution also depends on the technical skills within your organisation

Many ADSL boxes (Linksys/cisco) support VPN directly if you have a suitable VPN server. I've also used PPTP (poptop) and OpenVPN with success in the past.

It is worth noting that QTEL appear to do deep packet inspection on business (and maybe domestic) DSL lines so TCP based VPNs don't always work well if one end is outside Qatar.

there are basically 2 types of vpn. 1 is called ipsec which uses a client to communicate to the server and the other one is ssl vpn. In ssl vpn you use a browser to establish an initial communication with the server and then download a very small client to continue working.

there is one more type of vpn called site to site vpn which is run between 2 branch office sites... site to site vpn can only be run on routers / firewalls.
