Is it possible to come back to DOHA after contract finished without NOC?

I worked before in DOHA for 2yrs and my contract had finished last year 2010. My previous employer will not give us NOC.

I want to go back to DOHA. Is it possible to come back after contract finished without NOC? And look for another job if possible..

This is unconfirmed-- Some information I got from Immigration says that now the period has been reduced to 6 months, no longer 2 yrs.

Can anyone verify this?
