After finished 2 year contract, can i change company without NOC?

I finished the 2 year contract to the company and i still have 6 months pending salary and i intend to change the company but the sponsor don't want to give me NOC.Can i find a new company and they apply Resident Permit for me without the NOC from the previous sponsor?

only after the new rule of sponsorship will arrive
there are some people who are spreading rumors that after finishing your 2 years contract then you can transfer to other company even without NOC. Maybe he heard those rumors that's why it bothers him and raise this question to QL for clarification...

Noone can switch job from one to another in doha without having NOC from previous sponsor/employer...
it does not matter how long you stay here in qatar whether 2 years or 20 yrs.. regarding NOC what matters is you need it in order to change your employer otherwise you have to wait for another to years outside qatar...
try to negotiate with them.
lol..you said you have been here for two years and you don't know the answer for that..it is NO......you have to have an NOC....or you stay out of Qatar for two years.
