A 30 years experienced driver can NEVER be qualified as instructor unless he/she undergo this such trainings...

I agree, they won't even teach you properly unless you pay them extra. If there is such regulations for those instructors then its awfully insufficient.
Yes driving instructor should have a proper training/certificate, The government should also focus on this because whatever inputs by instructor would be the output of the student or the learners.
if the instructor is weak/worsts most probably the product would be extremely weak/worst. they will belong with the one who's making trouble on the road/making some accidents.
FINALLY:
THE INSTRUCTORS SHOULD BE FULLY EQUIPPED ABOUT DRIVING COMPONENTS/TRAFFIC RULES ETC .....
Agree with OP, the instructors should undergo test certified by a competent authority, moreover they should be paid decently too(to avoid fleecing of learners)
I drive to work on a route where instructors take the learners.
Oh it is shameful. The instructors are awful. Especially the white cars with the purple stripes on them.
