my wife applied for a passport 5 months back in India, and still the passport had not been dispatched due to uinknown reasons.Can anybody advice whether there is any help that embassy could do to expedite my wife’s passport issuance???

you need to follow up with the passport office in India. Also, every passport office in India has something called as the people's Grievance hearing on a particular day in a month. Inquire about that in your city and be there to question the authorities.
we did the same when my father's passport was delayed. we got his passport in a week after we complained.

Go and ask them directly....responses from the public forum are some times adverse and cotradictory.
Check in the embassy.
