No embassy in Qatar. I think there is a commercial office, not sure though. For consular matters refer to Canadian embassy in Kuwait. For visas refer to Canadian embassy in Abu Dhabi.

no definite date when they will open the canadian embassy in qatar. If you're applying for visa, you can have it done thru Canadian Embassy in Abu Dhabi.

There is no excat date on when the Embassy is going to open in Qatar.

Please take a few minutes to register yourself and family on www.travel.gc.ca/register so that you receive all the updates about this issue.
