Can employees transfer to another company even if they didn't work for the company for atleast one year? Their company is willing to release them with NOC once they find companies to work with. Would it be a problem for new companies to accept them if they werent able to work for their sponsor?
No, there is no possibility of any form of transfer within the first one year. Try it and you will be disappointed
If you find a new sponsor and your old sponsor gives you NOC, you can transfer your work visa. If you work for them or not is a thing on its own. Formally you always "work" for your sponsor. That's why you get a work visa.
