same problem here i couldn't able to add the post since it error showing that This service is only available for people accessing the site from Qatar. I dont know nobody forward this issues to concern. not even rectified...PPl here in QL replying different things..
First, log in to your account (make sure that you are logged in) then on your home page there are some tabs on top., just point your mouse to classifieds and it will give you some drop down menu, click on +add classified ad .. then you are good to go, you can post your ad from there :)
