how to get exit visa and leave qatar?

hi my name is clydn,
my brother in law (to be)(siva) applied for a job in qatar this August 2011, they said that they will call him in a months time to come to qatar and fulfill some requirements, but they didnt do so, meanwhile my sisters wedding with siva was planned and we fixed the date on the 29th december 2011, siva kept contacting his qatar employers about his job, but they didnt give a specific date when he was suppose to come, but on November 17th he got the visa and ticket to come to qatar, but he refused it citing the wedding and also told that he is ready to even resign the job and that he cant come to qatar, but after a week or so he got another visa and ticket stating that he has to come to qatar to give his explanation about his resignation, so he left immediately and at present is still in qatar, his resignation was accepted and when he went to the embassy they said that he has to get an exit for the visa he rejected earlier and said that until that he cant leave qatar, so with the wedding date fast approaching, we are in a fix, they didnt even say how to get and exit for the visa, so if you could please help us on this issue and give us some inputs it would be of great help, because the wedding has to go on as planned and there s a lot of work and money invested in this marriage
