I have been here in Qatar for the last 22 months. I worked in one company for 19 months and moved to another on sponsor loaning. And after working there for 2 months, because of some issue, i had to find another job. Now my mandoop says loaning is not possible again even if my second company cancels my loaning.. Is it true? Pls reply if any one has gone through this or knows anything about it.

he's right - there are also some restrictions on "loaning". you must spent certain amount of time with the employer before you can be loaned again. I think the qualifying period was 6 months if I remember correctly.
