Input on how to build a human resource department and create the right positions?

Hi, I'm building a new human resource department and Public relations for a construction company of 300 employees, it will be greatly appreciated if anyone can share ideas or suggestions on how many possible positions should be created for those departments, as well as the organization chart...thx
Agree with Mr. Victory......It is based on the organisational structure and demand.
Following are the major needs of the HR department in start:
1. HR Manager.
2. Assistant Manager.
3. Payroll officer.
4. PRO.
5. Secretary.
When you feel that department is in need of more people then you can recruit more personnels as like:
1. HR Officer.
2. Recruitment Manager / Officer.
3. PRO (External & Internal - Seperately).
4. Others, according to the size of the company and department needs. (E.g. Employee Relationship Officer, Compensation & Benefits Officer, Legal Affairs Officer etc)

This should be based on the Organisation's and industry demand.
Payroll Manager and Assistant HR is must. First identify the task and responsibilities HR unit is going to undertake. and then assign each activity to the position.
You could self create a Dept Org chart. Discuss further with your equivalent counter party in Const industry.

Well, at First Put skeletal Position. HR Manager, Asst. HR manager, Mandoo for internal affiars, Mandoo for External Affairs, HR Officer, Secretary. and On-Call Legal Officer.
