Kabayan pls. help, affidavit of support issue

Hi, I have my spouse visit visa to Qatar already. But I just learned 2 weeks ago that an affidavit of support is needed for me to be able to leave Manila. We tried our best to produce it, all the necessary docs, one of the docs needed is salary cert which hubby provided, since he's a foreigner they said they need it to be stamped by Ministry of Educ since hubby works in school(if hubby is Pinoy Ministry stamping won't be needed), But when he went there, Ministry said they do no stamping for salary cert at all!He went back to Phil embassy to tell this, and they refused to help hubby other ways of getting the affidavit of support, hence making it impossible to acquire the affidavit!

Now, I am thinking of flying to any other South East Asian country, say to Singapore or Malaysia, cos the affidavit of support will only be asked at the Manila immigration, right? I am checking flights to do this, and there are a lot of connecting flights in UAE, but read somewhere that Dubai & Abu Dhabi Airports also ask for the affidavit of support doc, is this true? anyone here who had the same experience, or know someone who's been through the same situation?

Also, I am a little bit skeptical as my Qatar visa was stamped on my passport. They might question me at the Manila airport immigration about it, even if I'll tell them that am going to Singapore or Malaysia for a tour only. What will be the best excuse to avoid further questioning?
