Yes, it is legal if your husband's sponsor doesn't want to release or give NOC. That is the sadest part here even after finishing the contract and found a better job we cannot have that job =(
he should ask the other company he got that opportunity to recruit him from his country ,, so he would leave back home and get the new contract there to travel back

Yes it is perfectly fine for a sponsor to not give an NOC, if your husband has a good rapport ask him to request the sponsor in a good way.
