please help regarding on my visa.

I pass my resignation to my company and they accpet it. The reason is my company did not give salary to us. almost 6 months is the pending salary. I am now 1 year in my company and enter in in working visa. But unfortunateley until now i dont have residence ID (iqama). My medical finished only last March. and my finger print finsih last march also. But seens i past my resignation last May 5. My boss tell me that he will not issued my residence id anymore. they will just pay the penalty. and i will go back to my country. but the question is it is possible that i can come back here again or i will ask NOC (no objection certificate) to him, because some of other company is interested to my work. please help me..

as per qatar labour law as follow:

Sponsorship

Foreigners may work in Qatar under sponsorship.

Without special permission, a sponsored employee may not work for another employer. Transfer of sponsorship may be granted in cases where both the original and potential new employers agree to the change. Without a release letter, a person must leave the country for a minimum of two years before returning to work for another employer.

Sponsors may not keep the passports of their employees except to complete visa formalities.

Sponsored employees may apply to bring their spouses and children to Qatar under personal sponsorship

IF NOT , DONT WORRY. CANCEL THE VISA, GO OUT SIDE. NO NEED NOC....
