ICT clearance from customs, Aramex

Just received an email from Aramex instructing me to fill up a form and to submit it to ICT requesting customs to clear a package.

Now this is just a computer component and I'm surprised why it's being held. Has anyone else faced this situation? Is ICT (supreme council of information and communication technology) open on Saturdays?

Must be a new rule. Check with stands regarding any change in rules recently.

Correction: It is Customs who are requesting ICT approval to release the package. This involves filling up a form, plus attaching technical specs, Qr 40 fee, plus Qr. 2 / day customs holding charge !!!
