ICWAI Training Center in Doha, Qatar

My friend runs an established and high result providing institute for the ICWAI( Indian Institute of Cost Accountants of India)entrance preparations for Candidates of Foundation, Intermediate and Final Examinations, based at Cochin , Kerala , India.

They are opening an International campus in UAE very soon.
They have shown interest in exploring the Qatar market also and have seeked my help in helping them set up their venture here.

Since I have a very little knowledge about the requirements and criteria for opening an educational center here in Doha, I have chose to ask some advise from possible sources.

I hope I will get useful and appropriate info here.

The details and requirements are as below.

They are not offering a certification course, its just a training institute to prepare the candidates for the ICWAI exams to be held in India.

Will this involve a lot of procedures like opening up an educational institute, who offers certificates for course completion?

Can this be considered like normal coaching centers, and can be exempted from the major procedures, as the institute will work like a normal tuition center or training center?

Can anybody help me find an appropriate, educated sponsor for this venture?
