Need a clarification regardin my sister's visa.

My sister was in family visa and she wen to India and was not interested to return. now she is in India for more than 3 years. Can i apply for a visit visa for her? Is it possible in my sponsor or ma father's sponsor only?
Note: Her visa in passport is not yet cancelled.
