.. Rudith, you are right..Not only nationality, but Gender as well.. ALL what a QUOTA contains.. that's how Government Quota works. You are new here, but you got it right.. honestly, I never come accross a quota like "Lybian - General Manager - Female".. That would be unrealistic.

Usually:

" Manager - USA - Male"

" Consultant - canadian - Male"

" Technician - Filipino - male"

" Administrative - Filipina - Female".

...so when some nigerian fellow complains about the Company being "racist" by not hiring him.. Hey, Nigerian dude, the Company simply has no quota for you!

It depends on the visa, country and nationality? Yes, I have to agree. Somehow, same profession, different salary scale did exist. Furthermore, not all Asian country received same salary scale. Country like Japan, Korea, Malaysia, Singapore, Australia, New Zealand. They have set up their own salary scale based on profession. Some of these country even better than European country in term of development especially in infrastructure.

(hopefully no offensive).;)., So, in term of hiring or recruiting staff, salary scale without choice will be based on this assessment. Hopefully, profession that based on nationality for example, Engineers must be XX nationality. HR staff from XY nationality, QS from YY nationality, document controller from XZ nationality should be review so that can create competitive atmosphere contribute to better quality and standard. I think that salary depends from the countries they are coming from as lot of asians who were getting low salary but after they got canadian,australian or any european nationalty passport there pay scale have been changed and increased for only reason of passport changed

I think assessment will be based on job competency and their country's industry experience. Because they could adapt the best and utilise their experience and quality of work in the sense of from what their country have achieved. Language fluency mostly will depending on what type of industry they're into. I experienced a company hired an Engineer who cant speak English. And salary also based on where the country they came from. We have choices if we willing to sacrifice the standard and quality.
