New website - legalities

Few days back, my family decided to order food from a restaurant (this was our first time order to this restaurant). I found out phone number from internet (QL). Then i wondered "what to order", i wished if i had the menu card of restaurant it would have been nice.
I thought what if there was a site, which would display menu card!! So i planned and converted this thought into a website, so that this website help community in a small way.
I registered the domain and initiated the process. I have started collecting the menu card of restaurants, and plan to scan them and display on this website.
I need your guidance in the same. In technical matters i can take care good, but "legalities" i am not sure of (thats why this post). I have 3 questions about legalities.
1. Should i be taking permission from each restaurants to display their menu card on website, if yes in what form the approval should be taken.
2. Once i registered the website, should i have to take licence from qatar govt.
3. Whom should i contact to get legalities answer.
To be able to answer, if you are thinking of what exactly this website will do, this website will have details of all restaurants in Qatar, like phone number, map etc, but the major part would be menu card.

I think this is great idea. As pointed out by Yasir, the menu cards are distributed to public (for free!). If you are not charging anything, this would be welcomed by the restaurant owners. But, to be safe, may I suggest as courtesy to put a note for the owners to inform you in case they do not want to see their menu card on the site.

This will be very helpful and convenient. Most dining sites do not have the menus of the restaurants posted in them. Good luck:)
If you are not planning to make any money out of this website, I don't think you need to get any approvals.
The take away menu cards are for public, so, there is no point taking permission from restaurant for publishing it on the web.
Govt. license aka CR is required if you want to do any trading activity or commercial activity.
I would suggest you do it the easy way, register a website with free service provider (could be even wordpress.com) then scan and upload the menus.

Instead of you doing all the stuff yourself, you can even ask QLers help to collect and send you the menu cards from the restaurants in their respective areas.

It's a good idea. Dining in Doha do something similar..... they have 38 restaurants listed for delivery so far.... but I'm sure there are a lot more in Doha.
