Do we need to pay customs duty for study materials(books) in Qatar?

Fedex claimed a Customs duty of more than 300QR for a value of books below USD 300. I didn't get the customs invoice as it has sent to my Head office in Doha. The commercial value invoice clealy state that the shipment is temporary, test booklets and to be returned.
