How to get driving license with out NOC

Happy new year to All,

I am facing problem to get driving license. My company did not give to me NOC for Driving license.

can i have other way to apply driving license ??

Really sorry!

You need NOC from your sponsor. Rule says that. And without NOC nothing can be done!
