One office for two CRs?

I am starting up two companies (obtaining two commercial registrations). Does anyone here knows if two companies can be accomodated in one office? I mean if municipality will issues "Rokhsat Tejari" when two companies has one common office? I know that before it was ok, but I heard from different sources that this has been changed. Even municipality itself does not give me a clear answer too.

Both companies should be under same sponsorship, 2 companies in different sponsors are not allowed...
