LANDLORD HARRASMENT
I have rented tenement at 7th ( LAST / TOP ) floor from M/s Zukhrof company. Air Conditioner ( AC ) of drawing room is not cooling properly. It is showing grill temperature 20 & 22 degree centigrade respectively when checked by LG technician twice. As per LG report,capacity of AC is not sufficient to cool drawing room and recommended to replace it with 2.5 TR Split AC. Drawing room dimension are 6.0 m x 4.1 m. and AC is of 1.5 ton capacity. LG internal report shows that AC is not working properly but LG gave their report to Zukhrof that AC is cooling properly. Myself and Zukhrof have copies of both the reports.
I requested many times to Zukhrof to replace AC but everything went in vain. Zukhrof told that they will not take any action on the grounds that other tenents are not having / making any complaints since renting the apartment with same AC / situation.
As per the standard calculation capacity of AC is not sufficient to cool and how it has been approved / issued building permit in this situation when AC are not installed as per municipality norms ? I have sent an e mail to consumer protection but all returned with a failure deamon notice. After several discussions with the LG technician they (LG Technician) gave the report from their service portal stating that the minimum AC requirment for the room/flat 707 is 2.5 Ton but still the Zukhrof Real Estate are taking no actions by covering the fact that if we change your A/C then we shall have to replace it with SPLIT A/c as window A/c does not have 2.5 TON capacity and if we do so other tenants will also urge to change their windows A/C to Split ones.
I informed Zukhrof that I will issue STOP PAYMENT instruction to bank for advance checks issued for rent. They told that I will be in trouble if I do so and I have to face difficulty / CAPITOL POLICE STATION which is serious offence if checks are rejected / not paid / bounced back. I also informed to LG regarding this but got no response from them .
I request you to help me for this and send me e mail IDs for complaints and correct procedure for complaints regarding this.

These are common problems here around Qatar or even in a establish real estate or private flat or villa, Once you issued your payments/checks and you move in the house they will not care with the tenants concern anymore.
If you have complain or problem with the house you only have two options: 1: you rectify or solve the issues by yourself or 2: Worst you move out.
The problem is if you move out or changed to other house you might find more worst real estate house or villa.
Once issued, the payment on cheques is not stoppable as per local law. Only solution is to team up with a good middleman to sort it out amicable.
If you do decide to try leaving the AC on all the time, make sure you set it at its highest, full blast setting; contrary to popular belief, AC systems work best and most efficiently at full speed and not at a lesser thermostat setting; they also de-humidify your room better this way...wash the filter every weekend and the freon gas must've already been topped off by the LG technicians so that's sorted.
1) tell them other tenants have floors above them and thus their roof doesn't bake like your's does, being the topmost floor; this is the main reason the same AC works fine for others but not you......2) if they still don't agree, try to reach a compromise and get a 2 ton window AC with the largest compressor available; not all 2 ton ACs have the same capacity/strength compressor; I think this should improve the cooling significantly. You could also just leave the AC running all the time, depending on who is paying the bills. You could also explore heat rejecting films for your windows......3) If all these steps fail and if there's still time for your lease to run, you could just get a new/used 2.5 ton splitter at your own expense and take it with you when you leave; but get written permission from the office for any modifications/drilling needed (the scumbags will try to steal your deposit from you when you leave).....and of course, the day your lease runs out, just shift; they don't deserve your business. But yes, if you're looking for a solution and your own comfort, then there's a few as I've listed; but if you're just looking for a fight and wanting them to pay for the problem, then I'm afraid you're going to be sweating for a while yet. simple. if I were you. I will shift apartment if the LL not satisfied or else just keep quite (That I read all others tenant did) . I suggest you this summer and if that not make worst your family member its ok. sometime it happened to me too. just enjoy summer in qatar.
