Is fit my salary for family resident visa?

Please, help me with one question! I got job offer from Qatar company. My package is: basic salary (9600 QAR), housing allowance (4000 QAR), transport allowance (600 QAR). Is it enough for family resident visa for my wife? I know that minimum salary should be 10 000 QAR. But is it include housing allowance or exclude?
