HE the Minister of Labour and Social Affairs Dr Abdullah bin Saleh al-Khulaifi has said the ministry and all state entities are working hard to ensure the safety and rights of labourers in Qatar, noting that the government is trying to improve their conditions by building new housing and providing better conditions.

The minister made the remarks during an event at the Diplomatic Institute at the Foreign Ministry as part of the diplomatic salon, a Foreign Ministry initiative that brings state officials together with heads of accredited diplomatic missions to Doha to discuss important issues and present the reality in Qatar.

Al-Khulaifi said the ministry was using more than 200 inspectors to monitor the situation of workers and make sure the rights guaranteed to them by Qatari law were not violated, The number of inspectors, he said, would be increase to 300 soon.

He added that the ministry was working with home countries of workers to stop practices that harm them, pointing to co-operation with the Nepalese embassy, which resulted in the suspension of 55 companies that violated the Qatari law there.

The minister said that holding the World Cup in Qatar made it necessary to improve the conditions of labour, unlike what, he said, was being reported in foreign media.

Al-Khulaifi noted that the presence of over 1.5mn residents was a huge challenge for Qatar but added that the country was up to it. He said that HH the Emir Sheikh Tamim bin Hamad al-Thani had signed a decree stipulating that workers’ salaries must be transferred to their personal bank accounts without delay. The minister added that other amendments were made as well in labour-related laws to prevent the seizing of passports by sponsors, to guarantee the payment of salaries and to ensure that contracts between the two sides are not violated.

Al-Khulaifi said the fact that there are more than 1.5mn expats and thousands of projects in Qatar meant that it’s natural to have some violations. “We realise that our procedures were not completely implemented on the ground but we know that we are on the right track to eliminate these violations.”

The minister said the sponsorship law was currently under examination and had entered its legislative cycle, adding that the law was under the jurisdiction of the Ministry of Interior.

As for the time frame of issuing the law, the minister said it was not possible to give a certain date but added that the law had become one of Qatar’s commitments and, as it did in the past, he said, it would fulfil them.

Al-Khulaifi said the “sponsor” system will be abolished and replaced by a contractual agreement between the employer and the employee that ensured rights and duties.

How about the company/management/owner of the company as General Manager who do not treat well his employees through shouting which all employees can heard the shout and insulting his employees in front of others which is not appropriate act.and most everyday more employees always stress when go home because of the attitude of the management/the Gen.manager. Also his subordinate engineers like P.E and P.M are which contributor of Environmental factor in office because of a noise like shouting and insulting act into other employees which some other nationalities cannot hold there emotion and take resignation and sometimes they will terminate if the employee are opposing and give explanation. Some companies specially in small companies which are not seen by the Ministry of Labour are the one who make unnecessary things that usually make some things are not good to there employees like if the management don't like the employee even if it is new hired, He just terminate it w/o any reason and explanation to the employee that was newly hired and only few days start from work it judge already and terminated, not yet one week from entry in the company, why? is it because it has no good appearance and fat? also they hired an employee in local area then because this newly hired was still improving his organization skills through organizing of the file documents and can not present directly to the files to G.M because of the pressure that the one who seek the files is the G.M then the G.M directly terminate him w/o any positive motivation to the newly hired but instead it will directly ousted/terminated out of the company and because this newly hired employee was give his visa to transfer into company sponsorship, because he thought that even this small company might be his foot step of his success but sad to know that this small company was the reason why now he deported back into his homeland and his business visa will turn into nothing and become useless after he consume a lot of money to get the business visa. There's still more issue regarding of employer/management - employee which receive a sort of discrimination/maltreatment/act of insult from there employee/and many other things which is not appropriate act that can be erase in the system of the company. Also some company, he will use it much of the employee and if they never like it anymore it will just thrown away like a trash and never give an NOC, just to make sure that no one can take/benefit there employee again to other company/employer w/in the state of Qatar...Still more Workers in different companies are abused through discrimination. maltreatment, insulted in-front of others and also some benefits that should be received by the employee to there employer...Hope this NOC will be abolished or employee should be given an NOC if he will be out of the company or don't like the company anymore...
