It was announced kafala system will be replaced on contract basis and no need NOC anymore in 2014 which can be find in MOI site. Is it implemented or only words to make expats crazy ?

Give the documents to your new sponsor and let him do the necessary. He must also pay the fees if you work for him. Otherwise the transfer is illegal anyway.

No need cid process. You need an noc from current employer paralelly if your contract is limited and completed then no need noc you can transfer. For unlimited contract atleast 5 years service completion can transfer without noc.

Never heard of CID process. Your visa cannot be transferred without and NOC from previous company
