My company will not issue a NOC after finishing my 2 years contract, expected case scenario ( cancellation of visa ) then departing from my native country. What if i will buy a FREELANCE VISA, then be back here in Qatar will it be possible for me to find a job using my freelance visa without the NOC from my past employer?

first of all check you contract if it is limited for 2 years only then i guess with the new system no need of NOC to transfer to another company. however on the other way around, you cannot come back and work to transfer to new employer with free lance visa, you have to wait for 2 years.
