Travel during Family residence visa processing

One of my colleagues family visa ( wife and a child - UK passport holders) is under process with the Immigration. My query is it possible to travel to Qatar whilst their family visa is under process? being UK passport holders the family will get on arrival visa to enter Qatar.

Unfortunately the family members have already purchased their tickets to travel to Qatar. But no guarantee that visa would be ready before their travelling date and not possible to change the travel date.

please help!
