Need your advice in Bank Issue
I had opened a current account in a bank in Qatar 24/05/2015. While transferring my salary to my account on 02/06/2015, it was noticed that the funds available in my account was kept under recovery mode. When I check with my branch they told me that your account is in recovery mode & there is 330000 QAR liability , reason is not mention in their system it was blocked by collection department from main branch. So they told me that they send email to main branch for release recovery. Upon following up with the branch continuously, the proper reason for keeping the funds under recovery mode has not been given till 08/06/2015 and I am unable to utilize the funds available in my account. Finally I got call from main branch on 08/06/2015 , the collection department head want to meet me directly on 09/06/2015. I went to main branch I met him directly he told me that it is the mistake of branch , which they gave me the account number was used by another person from another branch , he was a Qatar petroleum terminated employee and he had liability of 330000 QAR.
He cannot do anything he will not release my money , your branch should take action immediately so you should explain it to your branch manager otherwise you will be in trouble .
I ask him how it’s happened if branch employee did any mistake like this, your bank software system should not accept it , it will affect the security of your bank if you are using this much poor software system. Software shouldn’t accept one account number for two Qatar identification number or two person , if the software is thinking it is a joint account , it should be from same branch, in this case it is from two different branches and two unknown persons . I said him , you are using here poor software with irresponsible employee then how the people can trust your bank and how the customer invest in your bank if one customer deposit some amount in his account may be someone can withdraw it , what a great systems
Finally I went to my branch on the same day I explain all stories to branch manager then he woke up from sleep, he agreed that it is his branch mistake and opened one new account for me on 09/06/2015.Transferd all my money from old account to new account he did it everything within 10 minutes , last one week every day I was follow-up with this issue then this employees were sleeping here. After that he told me he will close my old account tomorrow that means 10/06/2015, today there is transaction so they cannot close today and he will give me account clearance certificate after that. But they didn’t close my account on 10/06/2015. Upon following up with the branch continuously, finally they closed it on 14/06/2015 but they didn’t give me clearance certificate. Branch manager gave a printed screen shot image of closing account and he signed it with bank stamp. I ask him what is the benefit of this screen shot image I need a proof that I don’t have any liability with your bank so I need my account clearance with no liability certificate. But he doesn’t agree that he told me that it is not your account it was another person’s account so they cannot give me clearance details .
How can I take action against this bank they blocked my salary from 02/06/15 to 09/06/15 and they didn’t give me any clearance details . I visited my branch almost every day I waist my valuable time for their irresponsible activity.
He is not the borrower of bank, rather a depositor, hence he does not need "No Liability Certificate". Since he has already received his money, he should close this chapter because he would not get any further thing out of it.
Police and CID have no jurisdiction on such civil sort of cases, please note. Only controlling authority is Qatar Central Bank, that regulates all the banks in Qatar.
You are right in insisting for a Clearance Certificate from the bank. You should remain firm on this demand. As an initial step, suggest you write a letter in correct English to this branch of the bank stating the incident briefly and clearly, and demanding a Clearance Certificate. Take the original letter and a copy to the bank and ask the manager to receive the letter making him sign on the copy and putting the bank's seal. The bank's seal is very important. If he refuses, don't argue or fight him. Send the letter to the bank branch through courier service or registered mail and keep the courier dispatch receipt with you. Follow up with him couple of days after you are sure the bank has received your letter. I am almost sure they will give you your clearance letter. If they still don't, PM me and I may be able to guide you on the next step. But then that would be over a cup of tea and some biscuits!

My candid advice is: make it know to the appropriate authority e.g Police, CID e.t.c., that there was a mistake (silly one for that matter) from the bank you are using, explain everything to them as you have explained it here.
The reason for you to make it known to the authority is because; the bank is not giving you Bank Clearance certificate, the QR 330,000 liability is still connected to you one way or the other.
so, for you not to have problem approach the Police, CID e.t.c or your company lawyer if you have one.
Yea i Got it but i didnt get any clearance certificate or non liability certificate for old account closing .
Did you receive your money or not ? ................ They may be thinking & planning but you mistook it for sleeping ............ My manager thinks & plans for 6 hours out of 8 hours for next day ........ he is normal ......... all are happy ........... ......... Sat, 11.07.2015, 10.57 hrs
