Business VISA without NOC from previous employer

We had a technician (through one of our supplier) whose taking care of one of our equipment has recently resigned from his job (from Supplier) and left from Qatar.

But we need him to do a service, since we are not happy with his replacement. So we are planning to get him here to do our work done via a short stay business visa.

But he mentioned us he doesn't have NOC from his last employer, do we need NOC to arrange a business visa?

Get him a tourist visa but obviously bear in mind that making him work on a tourist visa is illegal. That said, it would be too hard to discover it.
