UPDA Stands for Urban Planning and Development Authority and it comes Under MMUP (Ministry of Municipality and Urban Planning) currently named as MME (Ministry of Municipality and Environment).

In support to the statement of His Highness and to achieve this aim, His Highness the Emir, Sheikh. Hamad bin Khalifa Al Thani - May God protect him, issued the law No. (19) for the year 2005 to arrange the practice of engineering professions regarding the establishment of the Committee to accept the engineers and engineering consultancy offices, which is so important event in the serious efforts and aspirations of the State of Qatar in building a modern state that having plans, objectives and terms to ensure the highest rate of progress and urban development.
- Anyone could work as an engineer without proof of competency. To protect the public health, safety, and welfare, the first engineering licensure LAW NO. (19) IN 2005 REGULATING THE PRACTICE OF ENGINEERING PROFESSIONS was enacted in 2005 in Qatar.
- Now Qatar regulates the practice of engineering to ensure public safety by granting only Professional Engineers the authority to sign and seal engineering plans and offer their services to the public.
- For Law No. (19) Year 2005 For Regularizing the Practice of Engineering Professions in the State of Qatar explains the overall law and the grades you would acquire based on your experience and education.
The following Registers are being created in the committee:
1- Register of Engineers.
2- Register of local engineering consultancy offices.
3- Register of global engineering consultancy offices.
His Excellency the Minister of Municipality and Urban Planning, he may create sub records for these records according to a suggestion of the Committee,a decision of his Excellency the Minister can be issued in the forms and the registration system of these records according to a proposal of the Commission.
The conditions for registration in the Registry of Engineers:
1 - Must be a Qatari citizen or resident in the State.
2 - Must have a bachelor's degree in engineering or equivalent from auniversity or institute .
3 - Be in possession of full civil capacity.
4 - Must have good track record and reputation, must be never convicted of a felony or sentenced to prison for an offence involving moral turpitude or dishonesty, what he has been rehabilitated.
5 - To pass the tests of the technical capabilities in the field of specialization, according to the conditions and controls established by a decision on the recommendation of the Committee
UPDA /MMUP/MME (QATAR) EXAM ELGIBLITY REQUIREMENTS:
BRIEF EXPLANATION
- A) Preliminary Requirements
# Bachelor Engineering Degree
# Qatar Valid Id
*** Need to open Hukoomi Account with the above details with your Qatar Mobile Number. For new account, we need to go and collect PIN Number in Qatar post directly now days***
To Open Hukoomi Account
- Open the following website (or search hukoomi-Qatar in Google)
http://portal.www.gov.qa/wps/portal
- Click ‘Register’ it will prompt to ENTER your qatar ID number and mobile number to open the account.
- The website will verify your mobile number with qatar ID and if it is OK you can open the account.
This Hukoomi account can be utilized for other government services also.
- B) Check List
# University - Check your University whether it is already listed in MME List of Approved Universities,
# If not Listed - Need to do Some Paper Works
- C) Requirements (Mandatory)
# Degree Certificate (Should be Attested from Home Country and Qatar)
# Consolidated Mark sheet /Overall Marksheet - Need to produce Each Semester attested Mark sheets, if you don’t have Consolidated Mark sheets
# PCC (Police Clearance Certificate)
# CV, PHOTO, PASSPORT
# Current Working Company Details as per your Qatar ID
Attestation requirements:
All Certificates must be attested by competent Authorities in Home Country and by MOFA in Qatar (Ministry of foreign affairs)
** Need to Produce Bonafide letter from your College/ university with Attestation from Home Country and MOFA
- D) Experience Certificate:
- a) Experience Within Qatar (Submit Experience Certificates with attestation prior to year 2014, MMUP is not considering experience certificates after 2014 if you are living without Engineer registration)
- b) Previous experience certificate (Outside Qatar) shall be attested from relevant authorities of respective countries and finally to be attested by ministry of foreign affairs-Qatar.
- c) Previous experience from Qatar (if you were worked in Qatar for more than one company) shall be attested from Chamber of commerce - Qatar and finally to be attested by ministry of foreign affairs – Qatar.
- b) Rest of Qatar Experience is Considerable if it is Attested.
- c) For Current Company Employee ID Number is sufficient.
- d) Course Completion Certificates such as PMP, REVIT, PRIMAVERA, NFPA,NEBOSH shall be submitted as additional supporting documents
- E) To obtain Qatar Police/CID clearance
Three documents required to obtain Qatar PCC.
- Police clearance from home country.
First obtain police clearance from home country ( Indian nationalities can be obtained through Indian embassy/ICC qatar (evening time) and other nationalities check with their respective embassies for the procedure).
Home country police clearance certificate shall be attested by Ministry of foreign affairs-Qatar.
- Request letter to Qatar CID/Police.
Then login to www.baladiya.gov.qa website using above hukoomi account. In baladiya website click Arabic or English language option
You can find Engineer registration option.
There you will find an option to generate a letter request to CID to obtain Qatar police clearance (which means for what purpose you need Qatar PCC). Print that generated letter. The generated letter will be in arabic.
- Application form for Qatar PCC.
Then go to Qatar CID police office at salwa road.
There is an application form available for applying PCC. In that application both English and Arabic option is there. Just check with them which language to be used for filling the data’s. Fill that application and submit along with your generated request letter, attested Home country PCC and your photo.
They will inform you to come after seven days to issue Qatar PCC.
Note-1: If you had taken Qatar PCC earlier for other purpose but the date is expired then you may obtain new Qatar PCC using the old one at Qatar CID office-Salwa road. Just check with them before submission.
Note-2 : Take your Qatar ID original and photo copy, Passport copy and Photograph.
- F) Special / Peculiar Requirements - If University is not listed
- You can apply for exam as usual, while submission, in university column you may choose some other listed universities from your countries listed.
- In MMUP review process, they will reject your application and initiate the process for adding your university. You will get letter from MMUP office to Qatar Higher Education after rejection of your application. Then Higher education will contact your university and upon receiving confirmation from your university, they may add on in their list of approved universities. Sometimes, you may get letter from UPDA office without some other university selection Process, but mostly they will be assisting upon selecting some other universities in the above submission process… so better go-ahead with that.
- Every Thursday, MMUP Office is handling these issues with Engineers through consultations.
- Qatar Higher Education shall be requesting documents relevant with your university like Mark sheets for their further process
- G) Document Formats (soft copy) for uploading
Make the documents in following formats after completes the above procedure mentioned.
- Engineering degree (PDF-But front side and attested pages should be in single file. Which means in PDF file first page should be your degree and second page should be attested page)
- Work experience certificate and training certificate (PDF- same as above)
- Qatar PCC (PDF)
- Qatar ID (JPEG - Front and back in single file)
- Photo (JPEG)
- Passport (PDF-Including stamped page (if applicable) in single file)
- Curriculum vitae (PDF-All pages in single file)
Note: Give name to each file. Like Engineering degree, Experience 1, Experience 2 etc. Don’t put serial number at front.
- H) Document Uploading Procedure
- Again login to www.baladiya.gov.qawebsite using above hukoomi User ID and password. Click English or Arabic language. Then select Engineers & Engineering committee option.
- Click ‘New engineer registration’ option. Then an uploading page will open which will automatically guide you for stage by stage uploading. At each stage you have to upload the relevant documents.
- First you have to feed your personal data’s.
- Second Educational qualifications then experience etc.
- Finally it will ask any other documents. In that you have to upload balance documents like curriculum vitae, passport copy etc.
- After click the final confirmation it will generate three pages with all data’s you feed with registration number. Print these three pages and keep it with you.
- Affix your photo in the generated page and sign in relevant locations.
- In month you will receive a SMS (with date to submit the documents ) from baladiya to submit all original documents.
- Go to baladiya office ground floor (Opposite of city center) on the date mentioned and take your queue token from Engineer registration option in the token machine and wait for your turn.
- Then submit your all original documents including documents generated after uploading in a folder type file and ask what next. They will tell you any moment you will receive a SMS for exam date if everything is OK.
- Mostly you will receive SMS within a Month but generally they will send SMS/CALL day before exam.
- I) UPDA MMUP Exam
- The exam will be conducted in same Baladiya office at 9th floor.
- Enter the baladiya office 30 min before exam time and be calm and cool.
UPDA MMUP EXAM PATTERN, SYLLABUS & CHANCES
* Computer based one-hour exam.
* 25 or 27 objective questions(each question has 4 or 5 options answers) are displaying, need to get thirteen (13) right answers.
* Each right answer calculated as four marks.
* Every applicant can avail exam four chances until get your license.
* Those who are all availing the first exam can supposed to know the result immediately
* Can access the system calculator if needed
* Could not find or customize the UPDA syllabus for this exam. Kindly find the expected syllabus from our overall collective information’s from the participants who got license from UPDA/MMUP/MME.
UPDA MMUP MME GRADES
* MME IS AWARDING GRADES SUCH AS TRAINEE,C,B,A AFTER SUCCESSFUL COMPLETION OF COPUTER BASED TEST.
* GRADE DESIDING FACTORS ARE EXPERINCE, EXAM SCORE,EDUCATION BACKGROUND, JOB ROLES FROM OUR CAREER PROFILE.
* TRAINEE (0 to 5 Years’ Experience), “C” Grade (5 to 7 Years’ Experience), “B” Grade (7 and above Years’ Experience), “A” Grade (10 and above Years’ Experience)

@mfalam, I appreciated your reply, and for records, I am a graduate of Geology regular course from the oldest University in Nigeria over 2 decades ago(23 years) and possibly the best University in Nigeria, and with a masters in Geotechnical engineering/Mineral exploration(1998-1999) from the same University. I also need to state that for records I never claimed to be an engineer, I mentioned that I worked as a planner in Nigeria, but qatar job description for the same role is planning engineer in qatar, hence the need to play the words game planner or planning engineer, also I am not interested in laying claims to any engineering board membership or examination because I do believe that I have satisfy the requirements to work as a planner via extensive project planning and scheduling certifications(PMP;PMI-SP,PMI-RMP and series of other scheduling and planning courses/certifications) with all needed tools, I must however state that the employment conditions in qatar changed wherein they are all asking for UPDA/MMUP/MME because of the depression in qatar, so the need for this calrification question, thanks however.

@laitanlapado: As far as I know, UPDA is only for ENGINEERS, that too with 4 years regular course and NOT by distance learning. UPDA is NOT applicable for other than Engineers with valid degree, irrespective whether one worked for Planning Engineering or any in any other engineering field even for decades.

It seems unlikely that the department will recognize a degree in geology as equivalent to a degree in engineering. I'm an engineer and I wouldn't be able to get a job as a geologist.
If you have experience in planning, you can try to do that here, but your job title will be planner, not engineer.

Really i do not know the process for renewal of MMUP. I advise you to collect the original card from your previous company if possible. If not then you try with photo copy (tell them you have lost the original) of MMUP license. If nothing is working then you register and redo the process for exam.

Once you get your Qatar ID, yes you can renew it without exam. No need of exam for renewal. Bring your all experience duly stamped by govt. authorities. You can get grade based on your years of working experience backup by original stamped certificate. For stamping read all above correspondence,

Can any one tell the use of MMUP Engineers Registration in Qatar? Are we getting any additional value? My opinion, Licensed Engineer/MMUP registered Engineer who is working in consultancy firm can sign the design/drawings/documents and submit to municipality for approval. For other Engineers how this will help?

PCC validity is 6 months only and MOFA is must for consolidated Marks Sheet, even on Indian PCC to apply CEID.

Dear all, I need help. Can I ask for some legal advices if it's still necessary for me to get registered and take UPDA exam eventhough my work is not even linked to any authority in Qatar. I am a licensed Mechanical Engineer (in Phils) but my work here is Maintenance Engr of an amusement park. I don't sign and approve any drawing and my visa profession states Machine Operator only. Is it true that I need to pass the UPDA to get my Qatar ID renewed? Is it a requirement. Personally I have seen on 25 th Apr 2016 that two batches came for wriiten exam, one batch timing was 8 to 9 am and second batch may be frm 9am or 9:30am. One batch was having approx. 25 to 30 candidates. Plz note 25th Apr16 was Monday n it was 1st time test for all the people who came for exam at 8am including me.

Please note all that one of the latest news is that recently it's being noticed candidates passing out MMUP are waiting for at least one month to receive their engineers card and the explanation given by authority is there is shortage of cards..............anywayz certificates are given immediately after passing the exam so cheers!!!

aliajmal61, Yes both are same. But sometimes, you have to get it stamped as same as degree stamping. Apply with consolidated MS or mark sheet and wait.

thiyagu1978, I don't know. Better find some emirati PRO of any company. He will do it for you. In UAE, even agencies will not able to do it. The best way, I suggested.

One of my friend saying that you will need to collect your company CR copy, trade license copy, sponsor proof and original experience certificate then with these documents, your friend can get stamping in Dubai. For Dubai Exp.certificate attestation, If friends cant do then, please refer if any agencies or PRO in Dubai can do this or not? My company told that they cant help in this and i have to do myself. I need someone help now.

You have to check UPDA/MMUP office in person. I heard that they now stopped collecting form for Training Engineer. If you don't have minimum experience of C grade then they will not accept your form. May be I am wrong, please visit in person. Also, keep us update.

Thanks for your swift response . Last month only i have received my Dubai experience certificate by mail coordination (for the work period 2005-2009). my friend collected and couriered to Qatar. I doubt they will do it for me attestation as per above said procedure. I have two India certificates which are not company stamped, so i couldn't proceed with Indian Embassy attestation. Having 10 years of experience i am unable to do any attestation as of now. I have decided to do registration irrespective of Grade (A, B or C) with my degree certificate and present (Qatar) experience certificate. I am waiting for Qatar PCC. Is it ok or i can do any better than this? please advise the way i am proceeding.

You have to send your original exp. certificate to your company and they will do and you have to pay charges. steps:
1. Experience certificate original with signing authority whose signature is valid in ministry.
2. PRO of company only can submit for stamping in UAE to Chamber of commerce ,Dubai, UAE. They will not entertain your friend or personally candidate they may entertain. I sent my friend 3 times, no use. then I find one emirati PRO, very difficult process.At last I got certified.
3. Then MOFA stamping, Dubai, UAE.
3. Then Qatar embassy stamping, Dubai UAE.
4. MOFA stamping, Qatar.
ANy Certificate same process for Indian exp. certificate little different. Need HRD then Qatar embassy stamping, India, then MOFA stamping Qatar.

Dear riyas88, I am mechanical engineer and as per my knowledge, total 25 questions, Local authority questions:5, general questions:5, core electrical :15 questions will be asked. Passing is : 52 minimum i.e 13 answers must be correct. I scored 48 and failed.
No proper syllabus for core. you have to study all electrical syllabus. In Mechanical almost same strategy. 90% your luck is required to pass and 10% only your effort, just kidding.

1. Again login to www.baladiya.gov.qa website using above hukoomi User ID and password. Click English or Arabic language. Then select Engineers & Engineering committee option.

and all, work experience in consultancy firms are not counted after JUNE-2011 as per latest updates given by MMUP, and that is why many candidates are getting GRADE B instead of GRADE A.....if any one else have any further updates in this regard then please post....

Hi Nitheesh, to register your university, is a big task and may took 2-3 months. you can visit MMUP office or Council of education Qatar for detailed enquiry and procedure.

Guys, I have appeared in Exams today and they changed the question pattern for Mechanical Engg. More numerical problems (8nos). Specially from 4nos from Spring (Periodic Motion)topics. No more fluid mechanics, thermodynamics questions. one from compound interest topic. I scored 48,passing marks is 52. so 13 questions must be correct. If anyone have questions , please share with me.

I have completed my diploma in 2006 after that I worked in India and mean while completed graduation form JNTU Hyderabad by Correspondence course my certificates are also attested by MOFA may I go for MMUP and if I apply for this which experience they will consider. from 2006 are after graduation and they will except the Correspondence course or not.
