worst 4G signals in wakra(Ras Abu Funtas)

I recently purchased a 4G ooredoo broadband usb modem.recharged with 100 MIP prepaid...attached to usb 4G router..opened router link in browser...manually set up required(Correct) fields(APN-Data ..service provider ooredoo)...and now ready for high speed internet connection....oops...what signals i am receiving? Not even 1Mb of download speed...and plz note i am inside 4G network coverage like mentioned in ooredoo 4G network Map(Which is showing 4G network range up to Mesaeed)...i rechecked at least 20 times with my freinds..IT personals...Ooredoo help line(person keep saying'i am sorry'even conversation not started plus he is talking about latest offers even though i am keep reminding him polietely that my call is about networking issues)....i changed to my new router D link DWR-921 and its brand new with built in sim slot...in a hope that my previous USB modem might been faulty...no use no benefit...same signal...same speed...almost nothing...any suggestions or comments plz?...
