I have got signed and stamped sponsorship change form from my old sponsor but the PRO (Old ) have told me to go to labor court gate 3 for this as there is block (Muqeed ) in my visa please advice .what does it mean and how to fix it .

If you have a valid RP and an NOC you can transfer to a new sponsor if you were at least one year under the same sponsor. You will need a police report, too. If you apply for that, they will surely tell you if there is an issue. You will also need your qualification documents.

I cannot do anything for you. If you cannot find in on the official website then I don't know where to look.
