WT and Mohdata has great advice! This seems to be the trend and what most modders do!

Replace your cast pistons with forged pistons. Reprogram your engine control chip. Replace the stock manifold with headers. - Nobody will see it but it can increase the performance by 20% if you do everything right. Then you can always paint your car pink. But for that you'll need a permit from the police.

Mohdata: I agree with banning balloon tyres. However , I am all for modifications as long as they are within the law and the car stays road illegal ..

There is nothing wrong with individuality

Other than the cheap heated /cut springs to lower the car, most suspension work will pass the inspection... Other illegal mods are usually removed for the inspection and then reinstalled once the car is renewed... The led light bars have become as common as the underbody neons which leads me to believe the cops aren't going after them... But they do go after any flashing strobe lights which resemble law enforcement or emergency vehicle lights... As Brit said, its all relative and enforcement is variable...

Balloon tyres are illegal .. Suspension mods are not if you get permission from the police ..

I suppose the answer to your question is that laws need to be enforced more severely
