CID Blocked My QID Renewal & Baby Visa Application is Deferred

Hi po! I have a baby born on September 2014 here in Qatar.
 
 
I was under different company sponsor and my husband transferred to our company on December 2015, so we are now under same company sponsorship.
 
I've tried to sponsor my baby as the mother since my husband's salary was less than 10,000 that time and my salary is 10,000/month.
 
After trying to appli at the Immigration several times, I saw in MOI website that the "Application is Deferred" - Refer to application submission office. I went back to ask why and the Immigration is asking for my husband's 6 months statement. 
 
My Qatar ID expired on November 2015 and the company I'm working with cannot renew it since it was blocked by CID. (They said I signed a paper with them when I collected my baby's birth certificate that we should be able to have a visa for my baby within 1 year after I deliver the baby).
 
Now my husband is under same company sponsorship as mine siince December 2015. And he will only have the completed 6 months bank statement with 10,000 QR a month salary by end of May 2016.
 
Can you please advise, once we have my husband's 6 months bank statement, will my baby's visa be approved then we just pay penalty? It's been 20 months since my baby was born.
 
How about my QID, will CID remove the block after we submit the bank statement at Immigration and baby's visa is fixed?

Better go to immigration with arabic colleague or arabic mandoob so they can explain your situation.
