Indian embassy require both to be have Qatar resident visa but try to meet the ambassador Mr Sanjiv Arora. He comes in public consular section now and then to check the problems of Indians.
He is open person, you can meet him on 15th Aug after hoisting the flag, as he interacts with citizens on this day also.
Or meet the officials on embassy open house session.

I am not cristan .. Hope so it wil not take one month bz it not possible stay one month for her..
The best option would be to contact the Indian Embassy and request the process and procedure ..
You could also get in touch with your local church in Qatar and seek their advice
