The issue of illegal villa partitions raised in the CMC again
A lot of uncertainties have been prevalent ever since news broke about illegal villa partitions coming under the government’s scanner.
While some hailed the move as a right step forward, many others felt it was unfair given the shortage of low and mid-size accommodations.
This issue was once again raised at the Central Municipal Council (CMC) meeting yesterday.
CMC Chairman Mohammed Mamoud Al Shafi said that though the issue was raised in the previous session and recommendations forwarded to the Ministry of Municipality and Environment, no responses were forthcoming.
So he once again pushed forth with his arguments for monitoring and regulating villa partitions.
“People are taking villas and residential buildings on rent and then partition them to create small residential units and sublet them, creating pressure on public facilities in violation of the law,” Al Shafi was quoted by The Peninsula as saying.
By law, no modification can be done on buildings without permission from competent authorities. The restrictions have been placed in order to prevent damage to infrastructure, extra load on water and electricity and overcrowded parking areas.
The CMC has referred the issue to the service and facilities committee for further discussion and suggestions.
@britexpat I am not better than anyone..I have been facing the same issue since 2007 and it still continues..I am just a common man who has been through the pain with a lot of things here and prays no one faces the same :-)..May God bless all the good people and give some common sense to bad/greedy people..AMEN

@britexpat definitely!!Why not?I wish I was filthy rich..I would definitely do it.A common man wants food,clothing and accomodation then why not provide one of them to him.I am already supporting a family back in my country.I always feel bad for the people who have to live in the same villa.If given a chance and budget and I will definitely build affordable apartments.Infact there was a real estate in qatar who was building 1 to 3 bhks for very cheap and suddenly they have dissappeared.Now I don't know if that was a scam or they were forcefully shut down??If you know what I mean :-)

Sorry for the interference. The issue here is selling strategy.
My thinking is, why the real estate owners keep their building vacant when there is an existing internal market to sell at a reasonable prize.
This is good for the country and the safety of the people.
abdulrahman: What would you do if you owned such property in your own country. Would you only rent it out to the needy at low price ?
The concept here I suppose some what wrong. The property owners waiting till the price goes up.
Why not looking for the existing available market rather wait till government fund for a bigger project and then once the demand is created, to sell the properties on high price.

I thing the property owners calculate the rental amount to cover the period where the buildings were empty too.
As said before,they should reduce the price of the 1bhk to 3 bhk apartments so that it can be affordable for the low income expats...It has become a business nowadays to demolish an old villa and build a 3 floor building to give it off for 6000 to 9000...Some people think of filling their pockets..what if they die one day?Will they take all that money to their grave and then build another 3 storey building in hell?I can go on and on but the butthurts will keep coming back with excuses..huh

I already wrote previously about rental accommodation. Now the market starts to moving after a long gap.
Once again all the empty and the available spaces not going to be filled.
Very unfortunate that the real estate owners unable to really come in terms with prices and cater for a wider community.
The consideration is for money not for families. Very unfortunate. ( End of the day money matters most for all)
Any one who talks about cracking down the said accommodation, poor will suffer.
How ever I am not against the safety and security.
Ya because of this villa partition landlord s unable to give rental aggrement ,, because one villa have 15 houses lyk 1 bhk to 3 bhk too so they can't give rental lease aggrement shut it s issue to get permanent
By legalising , you are condoing people living in cramped spaces with little privacy
Simply legalize it conditionally for now and bound all the land lords and real estate companies to provide the Baladiya attested contract to all the tenants.
Does this mean to say ... each family shall have one single villa? or one family in ground floor another family in 1st floor??
Crackdown is good AFTER build affordable 1BHK and 2BHKs.
If this crackdown started now... many will seek jobs in other ME countries where they can be with their small families with 1 or 2 BKH.

thats true because the rent rates are booming through the roof and accomodation balance are unreasonable !

Its all rather farcical ... Every few months the same story is pushed forward and nothing concrete gets done.
The answer is simple - send inspectors out and fine the owners. Also, check classifieds for posts listing partioned villas and arrest the agents / posters.
They are lying. It is not people who are renting the villas who partition them. It is the Qatari landlords who do the partition or authorize agents to do it. Cracking down on partitioned villas means that both tenants and their employers will have to fork out more money to rent standard houses/apartments. In other words, Qatari households relying on the rent of an extra villa will lose the extra income, while greedy businessmen will enjoy a new influx of families looking for accommodation and will therefore be able to raise the prices again and make everyone's life difficult.
A fair solution to the issue would be for the government to build more affordable housing in Doha (not Al Wakra or Al Khor) or incite Ezdan and others to do so. There is a ton of empty parcels in Ain Khalid, Abu Hamour and other places that can be used to build affordable Ezdan-type accommodation.
