How to change from Technician to Engineer Visa?

Hello friends,

I am a Civil Engineer. I am working here in Qatar from 3 yrs 4 mns on Technician Visa. I want to change my visa from Technician to Engineer but my company says that without clearing Government Engineering exam I cannot get it converted.

Is it true?
