Qatar passes bill to grant permanent residency to qualified expatriates

The Qatari cabinet approved a major draft law that will grant permanent residency identification cards to non-Qataris as well.

Under the current system, while an expatriate will be able to get a work permit to stay in the country, they can never apply for a permanent resident permit. According to provisions of the new bill, the Interior Minister may grant a permanent residency ID to a non-Qatari if they meet the conditions specified in the law, reported Gulf Times.

In another significant development, the minister of interior may also choose to grant this ID to children of Qatari women married to non-Qatari men as well as those who have offered valuable services to the country and people with special capacities that the country needs, reported The Peninsula.

According to Qatar Tribune, the permanent residency ID will carry some privileges for its holder as they receive the same treatment as Qataris in education and healthcare at government institutions, and are given priority behind Qataris in holding public, military and civil jobs.

The holders of the new ID will also have the right to own property and practice some commercial businesses without the need to have a Qatari partner, in line with the executive decisions that shall be issued by the Cabinet according to the provisions of the law.

A permanent body — the Permanent Residency ID Granting Committee — will be established at the Ministry of Interior in order to review requests of granting permanent residency ID.

The current crisis has proven that expatriates in Qatar are firmly loyal to the homeland of Qatar, and this is the time to give them higher responsibilities for a greater and self reliant future of the country. If Qatar takes one step for the benefit of expatriates, they would come five steps forward with along with their hearts and souls, therefore their powers should be valued and harnessed sooner than later by way of permanent residency. This residency should be allowed to all families that have been living in Qatar for over 10 years, govt. and private employees with around 15 years of service. Similarly skilled and professional category should also be accommodated in this scheme. The Permanent ID is simply a renewal of your ID cards for longer period with some privileges, which does not require major legal changes. Definitely it would be a win win scheme for all, all should hope this to come sooner than later.

in my view this is long pending decision , yet a best decision for mankind. for people who stay/ service in Qatar for long period. its a blessing from the Qatari Govt. its a challenge to shuttling between 2 countries after Qatar become the 2nd home.

The conditions specified in the law -Where can we find the conditions ? How can i know whether i am meting the conditions or not.
