Visa and exit permit fine issu

Hi all

I came to Qatar in 2016 ,company made my ID and they didn't share the details with me after 9 months they coulidco pay salaries and asked me to leave I submit resignation and left.

In 2019 March I came to company with new visa but they couldn't make my ID as if previous ID is showing in system.

Even if I am not there in country old company didn't close or cancel my ID.

In system it's shwoing ID expired on Dec-01-2016.

My question is fine will exit on this ID if it's not cancelled or closed .the fine will grow on .

Even company is saying they cannot make exit permit for me
