I believe you need to check on the fine as I am not sure if it applies in your case. You could do this by visiting any passport & immigration office and talking to the captain. It's better to take care of it rather than be stopped at the airport when you will need to pay the fine before you are allowed to pass through immigration.

You don't need exit permit. But better to check - you can go to Garafa Main Immigration.

If you have your passport, you just buy a ticket a go. Just don't announce your plans otherwise your company can have you stopped at the airport. Check further with travel agents or from people who do typing work known as "hukoomi."
