Fee payable to CID for complete ID cancellation to return on new visa?

As per immigation department in Ministry of Interior, if company cancels your ID and contract is unfinished, you can't return back to Qatar on new visa until the contract is finished.

I have heard there is some fee payable to CID for complete cancellation of QID/visa/contract in order to come back to Qatar on new visa. Can anyone share his experience if this information is true?
