RP Renewal Delay Fine - Kindly Help!

Hello Guys,

My Family came back to Qatar couple of days before and when i tried to renew their QID in metrash, there was a delay fine for not renewing their QID, mentioned for both of them. They exited Qatar one month before the airports were closed in Qatar. Is this fine valid? or is there any procedure to exempt it? Kindly share your inputs. Thank you!
